英国のＥＵ離脱協議、第二段階へ－英国・ＥＵのスタンスの違いと英国内の分断　|ニッセイ基礎研究所

(5) ＥＵとの協議の見通し
ＥＵとの協議の妥結には必ずしも確信を持っていない。英国とＥＵが19年以前に合意に至るかという問いへの回答では、「おそらく至る」が43％と最も高いが、「おそらく至らない」が34％、「わからない」が23％と割れている²⁶。

(6) ＥＵ離脱の時期
離脱期限の延長や離脱撤回は英国政府が一方的に決めることはできないが、その点は必ずしも広く理解されていない²⁷。19年3月の離脱期日までに協議がまとまらない場合、「延長すべき」が40％、「延長すべきではない」が39％で割れている²⁸。「ＥＵ離脱はいつか」という問いに対しては、「19年」が30％と最も高いが、「わからない」も26％を占める。「20年」と「20年以降」も合わせて31％、「結局離脱しない」も10％を占める²⁹。

²⁷ 離脱手続きに関するＥＵ条約50条に基づくと、離脱期限の延長にはＥＵ27カ国の全会一致が必要になる。離脱の撤回に関する規定はないが、英国政府の一方的な離脱撤回はできず、ＥＵ側の承認が必要と考えられている。

(7) ＥＵ離脱の影響
Ｕ離脱の影響については、英国経済への影響は「悪くなる」との見方が「良くなる」を上回るが、その差は圧倒的ではない。家計に対する影響はおよそ５割が「ほぼ同じ」と見ている（図表２）。

慎重な見方に傾いているが、悲観一辺倒となっていないのは、未だ離脱前の段階で、国民投票前に残留派が主張したような深刻な悪影響は見られないこと³⁰や、ＥＵとの協議で悪影響が抑えられるとの期待もあると思われる。

³⁰ ポンド安によるインフレこそ生じているが、直近（17年8～10月）の失業率は1970年代以来の4.3％という低水準で、実質賃金の減少も小幅に留まっている。

(8) 国民投票の再実施
ＥＵ離脱についての見解では、「政治家は英国が選択した離脱を実行すべき」が最も高い48％を占め、「２度目の国民投票を望む」と答えた割合は27％に過ぎない³¹。

協議の結果を国民投票で問うことについては、「すべきではない」が「すべき」を大きく上回る³²。再投票すべきと答えた割合は、国民投票で残留に票を投じた層で高い。

4――おわりに

第二段階の交渉でも、英国政府が、強硬派の主権回復への期待と、経済界や穏健派が抱く経済的な打撃への懸念の双方に配慮を求められる状況は変わらず、交渉姿勢は曖昧になりがちだ。

英国、ＥＵともに安易な妥協は出来ないだけに、第二段階の協議も制限時間ぎりぎりの決着とならざるを得ない。しかし、ＥＵ側も、英国の政治が混迷を深めて、結果として無秩序な離脱に発展する結果は望んでいない。第一段階の協議の最終局面ではアイルランド問題国境問題の事実上の先送りによって決着させる柔軟性も発揮した。

第二段階の協議でも最終的には英国のＥＵ離脱が物流や金融システムの混乱を招くことのないよう、現実的な解決策を見出すだろう。
