Older persons in Japan are well known even abroad for their strong work motivation and high labor force participation rate. Among advanced economies that provide a public pension system to facilitate retirement, labor force participation rates of Japanese men aged 60-to-64 and 65-or-over far exceed those of counterparts in the U.S., U.K., and France. Moreover, as aging and other demographic trends accelerate the secular decline of Japan's labor force, older workers are increasingly recognized as a critical labor supply for public policy purposes as well as the human resource management of employers. This paper examines the current employment status and employment conditions of older workers, identifies unresolved issues, and explores solutions.
